The Quebec province is starting three pilot permanent immigration programs in 2021 to meet the demands of the labor market.

Quebec releases details of its 3 New Immigration Pilot Programs

The Quebec government has announced three pilot permanent immigration programs that are scheduled to be implemented in early 2021. These programs have been created to meet the labor market needs. The draft regulations pertaining to these three new programs were officially published on October 28, 2020, in the Gazette officielle du Québec.

In the next 45 days, the Canada Government is looking to gather comments and information on these programs before there is an official launch.

The Details of the three programs are as follows:

  • Pilot program for orderlies;
  • Pilot program for workers in the artificial intelligence (AI), information technologies (IT), and also in the visual effects sectors;
  • Pilot program for workers in food processing (FP).

Apart from this, there were also improvements announced in the application intake process for crucial programs like Refugees Abroad or Collective sponsorship. The Quebec province is also set to introduce new regulations for the Self-Employed Worker Program and the Entrepreneur Program.

New pilot programs – Attract and Retain the Workforce

These new pilot programs' core aim is to "attract and retain skilled people, especially those who can meet the Quebec labor market's needs. Addressing labor shortages is a crucial area. The Three programs are scheduled to come into effect after a 45-day consultation period.

The pilot program for orderlies will limit 550 principal applicants annually for work as nurses aides and beneficiary attendants in Quebec. The family members will also be able to receive the Quebec Selection Certificates (CSQ) under this program.

The latest pilot program for workers in food processing will help temporary foreign workers who are working in the food processing sector. A five-year plan with a set limit of 550 eligible workers and their families will be selected each year.

The third pilot program will include people who are from artificial intelligence, information technology, and visual effects sectors. It will also have a validity of five years and select applicants up to 550 people and their families. The selection will be equal among all the sectors.

Immigration Program Changes

Some of the highlights of the upcoming pilot program are -

  • Fifty applications under the Self-Employed Program for the period from November 1, 2020, to September 30, 2021.
  • Twenty-five applications under the first stream of the Entrepreneur Program from November 1, 2020 to September 30, 2021.
  • The second stream of entrepreneur program suspended for the next year for improvement.
