Canada Government Looking to Enhance Parents and Grandparents Immigration Program in 2020

The year 2020, from the onset, will open the window for immigrants who wish to relocate to Canada with the help of Parents and Grandparents Program (PGP).

There have been so many developments in recent times with Canadian elections in October and innovative solutions and programs being launched like Rural and Northern Immigration Pilot (RNIP). Thus the nature and onset of proceedings for Parents and  Grandparents Program (PGP) and when it will open in 2020 is still uncertain. However, there is speculation that the Canadian government might look for innovative ways to make Program immigration easier and smoother. The speculation is revolving around the introduction of new Parents and Grandparent Human Capital Pilot.

Therefore, innovative solutions will be employed to improve the Parents and Grandparents Program (PGP).

Parents and Grandparents Program (PGP) and Other Economic Immigrations in Canada

The Canada government is keeping the PGP intake stable with 21,000 immigrations every year under the Canada Immigration Plan, 2019 – 2021. The Parents and Grandparents Program (PGP) comprises of 6 % of total immigration in the country because the economic benefits in this are not as strong as in other streams. Rather have spousal sponsorship is more beneficial than the PGO because of economic reasons attached as the younger generation will contribute to the economy and help with subsidized healthcare and other social benefits. But with the Parents and Grandparents Program (PGP), the applicants will require the subsidized healthcare the most without helping with the taxes.

However, there are social benefits of Parents and Grandparents Program (PGP) as the parents can help in child care which allows the families to save money and earn more through long working hours. Further, the creation of strong families also helps the cultural milieu of Canada.

The Traffic for Parents and Grandparents Program (PGP)

The traffic in the Parents and Grandparents Program (PGP) is so massive that 10,00,000 applications were submitted in Jan 2019, and only 21,000 applications were approved for PGP spot. They are thereby leading to impending frustrations in other aspirants.  This has brought the limitations in the approach thus far applied by the government to be highlighted. The "First come first serve" basis of review requires change as a backlog of 165000 PGP application is created by 2011 already. the processing of the application has taken as long as five years, and immigrations have suffered massively owing to that.

It was announced in 2011 that the Parents and Grandparents Program (PGP) will freeze temporarily new applications and then will open with an increased target of 25,000 annually. Then in 2017, a lottery system was introduced for the PNP system. While it was a good approach, but it was uncertain if the applicant will ever be able to make it to Canada. Some candidates were not interested in getting their parents in Canada and sometimes the selected applicants never went ahead with the process. Thus an approach was required where more genuine applicants would get a chance for relocation.   

Hence in 2019, the "First come first serve" basis was introduced, and in the first online model, there were 27,000 applications invited.

What is Expected Now from the Parents and Grandparents Program (PGP)?

In 2020 another revision of the Parents and Grandparents Program (PGP) is expected. The expected changes include:

  • Dropping of the Expression of Interest (EOI) approach for a better application-based model. For this advance notice of application, the window will be given so that they can prepare for documentation.
  • The immigration level ca change as per the number of application submissions. this approach is flexible and should be prepared for a shift of around 10,000 applications in specific years.
  • Promote Super Visa more and help the Parents and Grandparents to visit Canada more for ten years rather than help them with PR.
  • Find an innovative solution for managing the backlog. Just like the Express Entry System was an innovative approach in 2015.

The Parents and Grandparents Program (PGP) can be managed by adding Human Capital Pilot Scheme under this parent and Grandparents are younger and have high education or work experience. This stream can act as a complementary stream for PGP family class and Super Visa.
