Designated Learning Institutions (DLIs) have now started accepting international students for admissions irrespective of the date on which Study Permit was obtained.
The Canadian schools have started accepting new study permit holders from October 20, 2020. Before this, only those students who have a valid study permit as of March 18, 2020 (the day prior to travel restrictions) were allowed to travel to Canada. Now, the Designated Learning Institutions (DLIs) are accepting international students despite the fact that they have received the study permit or not.

To be able to study in Canada as a student, the applicant needs to fulfil the two requirements:

The international students must undergo the quarantine period for 14 days after they arrive in Canada. There is also a coronavirus readiness plan approved by provinces and territories required by the DLI. The document lists how students and arrangements will manage the quarantine period for transportation. It will include food, medicine, and health insurance details.
The IRCC provides a whole list of approved DLIs on its webpage. Students who are not going to approved DLI will not be allowed to board a flight.
For Quebec Province, all the post-secondary DLIs have allowed admission to international students. For the rest of the provinces, the number is as below:
The provinces that have not permitted post-secondary to international students are Nova Scotia, Nunavut, or North West Territories.
The Primary and secondary schools in Canada are following the health regulations of the province or territory. For Quebec, all primary and secondary schools are open.
The provinces that have approved to reopen primary and secondary schools are -New Brunswick, Prince Edward Island, Manitoba, and British Columbia. The unapproved ones are Alberta, Ontario, Saskatchewan, Yukon, Nunavut, Nova Scotia, and Newfoundland and Labrador.
